3DS eShop Error Code 005-4040, Help!?

I bought a 3DS in the UK at launch, where I used to live. I have recently moved to Indonesia, and connecting it to the Internet is proving quite challenging. I can use the web brower but on the eShop it just says this error code. I think it's cause they don't have eShop here, am I right?
